too bad .... kids don't need these long.but they do need to reach the ground ... they absolutely will not fit 20" bikes, they miss by 4" ... 12" bike yes.
they are also so flimsy if your child is not coordinated and able to learn fast they will not last.
if road are rough I imagine they would not last but a few days
I would also question their safety
